Navigating Regulation: What Fleet Managers Need to Know in 2025

It’s 2025, and new regulations are reshaping fleet management across Europe. From tachographs for EVs to stricter CO₂ and ESG reporting, compliance is no longer just a legal matter—it demands attention across the entire organisation. What's Changing in 2025 and Beyond?

In 2025, three regulatory themes are top of mind for fleet managers across Europe: tachograph regulations, CO₂ emissions reporting, and ESG disclosure requirements.

Tachograph Requirements Across Europe

As part of the EU Mobility Package and the AETR agreement, all countries covered by Moove’s platformare introducing stricter tachograph rules for both heavy and light commercial vehicles used in international transport and cabotage.

Key EU-wide Deadlines:

  • By 1 January 2025: Vehicles with analogue or first-generation digital tachographs must be upgraded to Smart Tacho 2.
  • By 19 August 2025: Vehicles currently using Smart Tachograph 1 must also upgrade to version 2 for international use.
  • From 1 July 2026: Light commercial vehicles (2.5–3.5 tonnes) used in international transport or cabotage will require Smart Tachograph 2 installation. This includes EVs and smaller vans that were previously exempt.

Some Country-specific notes:

  • Netherlands: Enforces all EU deadlines, including the 2026 rule for LCVs over 2.5 tonnes—particularly relevant for EV fleets. Expect stricter roadside checks as the deadline approaches.
  • Germany: Fully aligned with the EU Mobility Package. Known for strict enforcement, especially on international routes, so early retrofitting is strongly recommended.
  • United Kingdom:
    • Domestic use: Certain zero-emission vans (3.5–4.25 tonnes) are exempt from tachograph rules within the UK.
    • International transport: Fully aligned with EU deadlines under the AETR agreement. Smart Tachograph 2 is mandatory for cross-border operations.

CO₂ Emissions Reporting

Emission transparency is moving from a voluntary initiative to a legal requirement, particularly in large or publicly accountable organisations. Accurate CO₂ data is essential for compliance and future mobility planning.

Netherlands & Germany

Both countries fall under the Corporate Sustainability Reporting Directive (CSRD), which mandates CO₂ emissions reporting for companies with 250+ employees or over €40 million turnover. Fleet emissions, fuel usage, and electrification rates are key disclosure areas.

United Kingdom

The UK will implement the UK Sustainability Disclosure Standards (UK SRS), based on IFRS S1 and S2. These standards are expected to become mandatory in Q3 2025 for large businesses, requiring detailed Scope 1 and 2 emissions data—directly affecting fleet operations.

ESG Disclosures & Public Tender Requirements

Environmental, Social and Governance (ESG) disclosures are becoming central to public procurement and private sector partnerships. Fleet performance data plays an increasingly important role in demonstrating ESG maturity.

Netherlands & Germany

The CSRD framework expands ESG disclosure mandates, covering social wellbeing (e.g. driver safety), environmental impact (CO₂, fuel), and governance (data privacy, usage policies). These KPIs are already being factored into audits and public tenders.

United Kingdom

The UK government has launched a consultation on regulating ESG ratings providers, highlighting the growing importance of verifiable ESG performance. Fleet-related ESG scores—particularly around driver behaviour, emissions and uptime—already influence procurement decisions in logistics and service sectors.
